Thoughts on improving the revenue stream of TN Govt

 TN Govt has huge arrears of Property Tax and also in many cases,Property Tax has not been revised for years together . Local bodies are wallowing in financial crisis.


Is it  possible to Securitise these taxes with either Govt. Departments like VAT/Commercial tax dept taking them or under outsourcing  PPP model.
Atleast it will bring some discipline into collection of Property Tax in the future if a third party collects it, of course,  with necy checks and balances.

2)Also Property Tax,Local Body Tax,(even  EB tariff) increase may be indexed to CPInflation rate once a year in April .This will also reduce unnecessary bickering and dithering in raising Tax rates for political ends.

3)TASMAc retailing liquor is the biggest retailer  Co. of the Country, and  is run as a Co. as per The Cos. Act, 2013. However, since it is classified as a pvt co., there r no independent directors on its Board. From Good governance point of view will it not improve the credibility of good governance if Independent Directors r inducted..
Govts. should set examples of Good Governance in Govt. owned cos.

4)EB arrears have not been paid by Govt Departments, Local bodies etc. to the Tangedco. This is a vicious cycle. Govt of the day has to first ask its own Depts and Local bodies to clear the arrears forthwith
